In a move that has raised eyebrows, Bengaluru City Police have not registered any First Information Report (FIR) regarding the stampede at M. Chinnaswamy Stadium that killed 11 people and left 47 injured on June 4.

Instead, the police have filed 11 separate Unnatural Death Reports (UDRs).

The jurisdictional court has to be informed within 24 hours of registration of an FIR. The court has to be updated on all further developments in the investigation in the case. But, in the case of a UDR, there is no criminal investigation, and the jurisdictional tehsildar will monitor the probe. 

Defending this move, a senior city police official said that since Karnataka Chief Minister Siddaramaiah had instituted a magisterial inquiry into the alleged lapses and causes for the stampede, an FIR will be registered, if needed, based on the findings of the magisterial inquiry. “Filing an FIR now will amount to prejudging the findings of the magisterial inquiry,” the officer claimed. 

Following the announcement by Mr. Siddaramaiah on June 4 evening, the State Home Department issued an order late night directing Bengaluru (Urban) District Deputy Commissioner Jagadeesh G. to conduct an inquiry into lapses and negligence, if any, and submit a report within the next 15 days.
